Try looking at the interconnections among the abilities of the boy, Nature, and the narrator/persona to communicate and listen. Who speaks? When, why, and to whom? Who cannot speak? When and why? Not all of the answers will be explicit, but at least these questions will lead you to connect those final lines with the rest of the poem.
