Tarter on cat's teeth?

Apart from an operation to clean the teeth, is there anything I can do to remove the tarter from my cat's teeth? He's eight years old and he's in good health, there's just hard tarter on the back teeth. I've tried using 'tooth wipes' and they don't work that well, and his gums are /slightly/ swollen so I don't want to brush.
